Instructions
Set the cream cheese out on the counter the night before to allow it to soften.
Thoroughly mix the first 12 ingredients in a bowl.
Spread the cream cheese mix on the tortillas, sprinkle with shredded cheese and lay dried beef over that to cover most of the tortilla.
Roll up the tortillas tightly, and lay them seam side down on a plate or in a container and put them in the refrigerator for 3 hours to set.
Slice the rolled-up tortillas into 2 inch pieces and secure with toothpicks if needed.
